Next run CaSIR39.exe in normal conditions, then click the Start button, wait a minute and if it detects malware (viruses) or setting that is not standard, the computer will automatically restart to fix the computer.
Because CaSIR is a software security related files and registry systems and applications (services / processes) that are running, then it must be run with administrator privileges, including turning off or disabling UAC first (especially for Windows Vista and 7).
